S. Africa miners to face murder charges

South African prosecutors have charged 270 striking workers with murder over the death of 34 fellow miners who were shot by police in a dramatic confrontation caught on videotape.

Update at 9:30 a.m. ET: The miners, who were arrested, have been charged at a magistrate's court in Ga-Rankuwa, about 20 miles north of Pretoria, the Belfast Telegraph reports.

The newspaper quotes National Prosecution Agency spokesman Frank Lesenyego as saying he is not surprised at the state's move to charge the men with the murder of their colleagues, even though police commissioner Riah Phiyega had previously confirmed they were killed by officers.

The Telegraph says he calls the charges a legal technicality:

"In a situation where there are suspects that confront members of the South African Police Service (SAPS) and a shooting takes place resulting in the fatalities of either SAPS or the suspects, those who get arrested, irrespective of whether they shot police members or the police shot them, are charged with murder."

Original posting: The BBC quotes National Prosecuting Authority spokesman Frank Lesenyego as saying the 270 workers would be tried under the "common purpose" doctrine for being part of the crowd of striking miners, some armed, who were confronting police at the Marikana platinum mine on Aug. 16.

Police have not been charged because a commission is still investigating the killings, the spokesman tells the BBC.

The shootings caused a national outcry and prompted President Jacob Zuma to interrupt a regional summit and return to South Africa.

He said he was "saddened and dismayed" at the events and promised a quick investigation of the killings.

WASHINGTON, Aug. 29, 2012 /PRNewswire-USNewswire/ -- The U.S. Census Bureau today released 2010 estimates of health insurance coverage for each of the nation's roughly 3,140 counties. Small Area Health Insurance Estimates (SAHIE) are the only source for single-year estimates of health insurance coverage status for every county in the nation.

These estimates are available by sex, age groups, race and Hispanic origin (for states only), and income-to-poverty ratios. As in past years, the estimates pertain to those younger than 65 as a whole. However, for the first time, there are estimates of coverage at the county level for those in the 50 to 64 age group.

By 2014, changes to the law will extend certain Medicaid benefits to uninsured people falling into specific income groups, and SAHIE estimates will permit users to track the impact of the law on small counties.?The estimates also enable local planners to determine, for instance, the counties in which low-income children are most likely to lack health insurance.?The mapping tools available on the SAHIE website can also show?regional trends in coverage, displaying for instance, that small counties with?a high range of uninsured?children are mostly in Texas, Nevada and Montana, and?small counties with a low range of uninsured are mostly in the Northeast and Midwest.

"We use SAHIE data to more effectively gauge the level of need for breast and cervical cancer screening in various geographic jurisdictions across the country," said Marcus Plescia, director of the CDC's Division of Cancer Prevention and Control in Atlanta. "The information provided by SAHIE data is important to us in program planning and management, targeting and resource allocation decisions and evaluation."

The estimates are based on statistical models combining data from a variety of sources, including the American Community Survey (ACS), Census Bureau population estimates, administrative records (such as aggregated federal tax returns and Medicaid participation records) and 2000 Census statistics.

At present, SAHIE is the only source of health insurance estimates for all counties. There are no county estimates derived from the Current Population Survey. In September, the Census Bureau will release health insurance coverage estimates for counties with a population of

65,000 or more from the 2011 ACS. The following month, similar estimates will be released for counties with a population of 20,000 or more from the 2009-2011 ACS. Starting next year, the five-year estimates from ACS will include statistics on health insurance coverage for all areas, regardless of size.

Eating a moderate amount of chocolate each week may be associated with a lower risk of stroke in men, according to a new study published in the August 29, 2012, online issue of Neurology?, the medical journal of the American Academy of Neurology.

"While other studies have looked at how chocolate may help cardiovascular health, this is the first of its kind study to find that chocolate, may be beneficial for reducing stroke in men," said study author Susanna C. Larsson, PhD, with the Karolinska Institute in Stockholm, Sweden.

For the study, 37,103 Swedish men ages 49 to 75 were given a food questionnaire that assessed how often they consumed various foods and drinks and were asked how often they had chocolate. Researchers then identified stroke cases through a hospital discharge registry. Over 10 years, there were 1,995 cases of first stroke.

Men in the study who ate the largest amount of chocolate, about one-third of a cup of chocolate chips (63 grams), had a lower risk of stroke compared to those who did not consume any chocolate. Those eating the highest amount of chocolate had a 17-percent lower risk of stroke, or 12 fewer strokes per 100,000 person-years compared to those who ate no chocolate. Person-years is the total number of years that each participant was under observation.

In a larger analysis of five studies that included 4,260 stroke cases, the risk of stroke for individuals in the highest category of chocolate consumption was 19 percent lower compared to non-chocolate consumers. For every increase in chocolate consumption of 50 grams per week, or about a quarter cup of chocolate chips, the risk of stroke decreased by about 14 percent.

"The beneficial effect of chocolate consumption on stroke may be related to the flavonoids in chocolate. Flavonoids appear to be protective against cardiovascular disease through antioxidant, anti-clotting and anti-inflammatory properties. It's also possible that flavonoids in chocolate may decrease blood concentrations of bad cholesterol and reduce blood pressure," said Larsson.

"Interestingly, dark chocolate has previously been associated with heart health benefits, but about 90 percent of the chocolate intake in Sweden, including what was consumed during our study, is milk chocolate," Larsson added.

Fed survey finds moderate US growth during summer

WASHINGTON (AP) ? The U.S. economy grew moderately in July and early August, and hiring was more robust than in the previous six-week period, the Federal Reserve said Wednesday.

The Fed report on business conditions said nine of its 12 districts reported growth that was "modest" or "moderate." That's roughly in line with the conditions described in the previous report.

Strength in auto sales, tourism and home sales in July and early August offset weakness in manufacturing.

The report comes two days before Fed Chairman Ben Bernanke will address an annual conference of economists in Jackson Hole, Wyo. Investors will be listening for any signals about whether the Fed might take action at its next policy meeting Sept. 12-13 to stimulate the economy.

Michael Gapin, an economist at Barclays, said he viewed the latest Fed survey of business conditions as slightly more positive than the July report. But he said companies continue to worry about threats, including economic weakness in Europe.

Analysts said nothing in the report would discourage the Fed from helping the economy, if its policymakers saw the need for it.

"As long as activity grows at a rate that fails to bring down the unemployment rate, Fed action remains on the table," said Paul Edelstein, director of financial economics at HIS Global Insight.

The economy is still struggling to gain traction more than three years after the end of the Great Recession in June 2009. The Fed report said that six of its districts reported weaker demand in manufacturing. And it highlighted concerns about a severe drought affecting cotton, soybean and corn crops in its Chicago, St. Louis and Kansas City districts.

The report, known as the Beige Book, is released eight times a year. It's based on information that the Fed's 12 regional banks gather from business contacts around the country.

At its last policy meeting on July 31-Aug. 1, the Fed took no action. But the minutes from that meeting signaled that Fed officials might act as soon as September, possibly by launching a fresh round of bond buying. The goal of the bond purchases would be to lower long-term interest rates to encourage more borrowing and spending.

The minutes showed that Fed officials spoke with increased urgency about the need to provide more help for the U.S. economy. Many officials felt further support would be needed "fairly soon" unless the economy improved significantly.

The Fed has already sought to drive down long-term rates by buying more than $2 trillion in Treasury bonds and mortgage-backed securities in two previous rounds of bond purchases. These purchases are known as "quantitative easing."

Fishing net "escape rings" that light up to help undersized creatures escape capture have been picked as this year's UK winner in a high-profile design engineering competition.

Dan Watson's project is designed to make fishing more sustainable.

The Glasgow School of Art graduate will now face finalists from 17 other countries for the international James Dyson Award.

He plans to launch the product regardless of the outcome.

SafetyNet is designed to help trawlers capture mature haddock and whiting, and prevent other kinds of smaller fish being thrown back into the sea dead because they are unmarketable

"The devices fit into trawl nets and they cut down on the bycatch of juvenile fish and also the wrong species of fish," Mr Watson told the BBC.

"The rings fit into the 'cod-end' of the net - the part where all the fish are kept - and they basically exploit fish behaviour and their physical size to guide some to safety while keeping the other ones in. They act as kind of emergency escape sign."

Rechargeable rings

The rings harvest their own energy from the nets' motion, meaning that once fitted the fishermen do not need to think about changing their batteries or switching them on and off.

The lights are activated once the net sinks to a certain depth, making the rings more visible and also stimulating the fish to swim towards them.

Because the devices are rigid they keep the surrounding net meshes open, preventing the gaps from closing when the equipment is under tension. Fish are often injured when this happens using standard equipment.

The devices are designed to be fitted to existing nets.

Mr Watson said that the average net would need about 20 of the rings costing a total of about ?500 - but he added that over time they should pay for themselves.

"There are incentives attached to using sustainable fishing gear," he said

"For instance if it is used the authorities can grant fishermen extra days at sea which allows them to catch more fish. It can also be taken off one net and put onto a new one so it lasts a long time."

Mr Watson has won ?1,000 for being picked as the UK champion.

A panel of three judges selected his entry over alternatives including a steam-enhanced scraper used to remove wallpaper; a double-walled mug that keeps liquids hot and fingers cool; and a "flash heater" designed to treat breast milk from HIV positive mothers to prevent them passing on the virus to their babies.

The international award includes ?10,000 in cash for both the winner and their university department.

Whatever the outcome, Mr Watson said he planned to use the cash he had already won to further develop his prototypes before presenting them to marine management organisations which he hoped would help launch them as a commercial product.

China to overtake US in smartphones: IDC

China will overtake the United States as the world's biggest smartphone market this year, according to research firm IDC, which expects demand to grow for lower-priced smartphones based on Google's Android software.

IDC forecast that China's share of the smartphone market will increase to 26.5 percent this year from 18.3 percent last year, while U.S. market share declines to 17.8 percent from 21.3 percent.

China's sales will be helped by the availability of Android devices priced at $100 or less due to intensifying competition among smartphone vendors, according to IDC. The research firm expects Chinese carriers to help sales by subsidizing phones.

South Korea's Samsung Electronics Co is the biggest maker of phones using Android around the world and also in the Chinese market. There it is trailed by domestic companies, including Huawei Technologies Co Ltd (HTC), ZTE and Lenovo.

In the U.S., growth is expected to slow this year because smartphones already make up the majority of shipments here.

The United Kingdom, the next biggest smartphone market, will trail behind, with a 4.5 percent market share. India's market share is expected to be 2.5 percent in 2012 and will grow to 8.5 percent in 2016.

The weekend's other new wide releases opened weakly. Dax Shepard and Kristen Bell's road-chase comedy "Hit & Run," released by Open Road Films, debuted at No. 10 with $4.7 million, and the Warner Bros. fright flick "The Apparition" opened at No. 12 with $3 million.

The weak openings are typical of late August, a dumping ground for movies without much audience appeal as the summer blockbuster season winds down and young viewers switch to back-to-school mode.
