Consumer spend more, but their incomes fall

WASHINGTON (AP) ? Consumers spent slightly more last month but earned less for the first time in nearly two years. The new data on spending and incomes suggest Americans tapped their savings to cope with steep gas prices and a weaker economy.

The Commerce Department said Friday that consumer spending rose 0.2 percent in August after a revised 0.7 percent increase in July.

Incomes fell 0.1 percent. That's the poorest showing since a similar 0.1 percent drop in October 2009.

Americans saved less money. The savings rate fell to its lowest level since late 2009.

A decline in income growth could slow the economy, if it causes households to cut back on spending. Consumer spending accounts for 70 percent of economic activity.

The economy grew at an annual rate of just 0.9 percent in the first six months of the year, the slowest growth since the recession officially ended more than two years ago.

Economists expect only slightly better growth in the second half of this year, based on expectations that consumers will spend more.

Some are predicting growth of around 2 percent in the second half of the year. That level of growth would ease recession fears, but it's not enough to lower the unemployment rate, which was 9.2 percent in August.

Consumer confidence stayed weak in September after the economy experienced a number of shocks this summer. Lawmakers fought over raising the nation's borrowing limit, Standard & Poor's downgraded long-term U.S. debt, the stock market fluctuated wildly and Europe's debt crisis intensified.

Employers have pulled back on hiring. In August, they added no new jobs.

Some pressures are easing. Gasoline prices are now roughly $3.46 per gallon. While that is higher than last year, the price is down nearly 52 cents from this year's peak price of $3.98.

The Federal Reserve last week agreed to shift $400 billion of its portfolio of Treasury securities to try to drive down long-term interest rates. It was the Fed's latest unconventional move seeking to give the economy a boost.

ISLAMABAD ? U.S. accusations that Pakistan is supporting Afghan insurgents have triggered a nationalist backlash and whipped up media fears of an American invasion, drowning out any discussion over the army's long use of jihadi groups as deadly proxies in the region.

The reaction shows the problem facing the United States as it presses Pakistan for action: Strong statements in Washington provoke a negative public response that makes it more difficult for the army to act against the militants ? even if it decided it was in the country's interest to do so.

Pakistan's mostly conservative populace is deeply suspicious of U.S. intentions a decade after Washington forged an alliance with Islamabad. Many people here believe the U.S. wants to break up Pakistan and take its arsenal of nuclear weapons, and America is very unpopular throughout the country.

By contrast, Pakistanis lack unity against Islamic militants. Politicians and media commentators are often ambiguous in their criticism of the Pakistani Taliban, despite its carrying out near weekly bombings in Pakistan over the past four years.

One small private television channel has aired an advertisement that features images of Adm. Mike Mullen, America's top military officer, and Defense Secretary Leon Panetta along with scenes of the Pakistani army fighting and raising the country's flag.

Most analysts view that scenario as highly unlikely because of the risks it entails for U.S. interests in the region. But it has not stopped right-wing politicians and retired generals that are well represented on TV talk shows from speculating on the threat of American boots on Pakistani soil.

On Thursday, the leaders of the country's feuding political parties will put aside their differences to sit under one roof to discuss the issue. In announcing the meeting, Prime Minister Yousuf Raza Gilani said the lawmakers will discuss "the security situation in the wake of threats emanating from outside the country."

The Sunni Ittehad Council, an organization representing the country's Barelvi sect, often referred to as the most moderate among Pakistani Muslims, issued a statement saying it was obligatory on all Muslims to wage jihad against the United States if it attacked Pakistan.

"The Pakistani government and the armed forces should start preparing to counter any possible American attack as Islamic law suggests 'keeping the horses ready' to counter any sort of foreign aggression," the statement said.

There have been a few small street protests since Mullen's comments, but nothing major.

In some respects, the situation mirrors the atmosphere after the May 2 American helicopter raid on Osama bin Laden, which was carried out without the knowledge of the Pakistani army. There was outrage then over the infringement of the country's sovereignty by the U.S., but little on how bin Laden had been living in the army town of Abbottabad for so long.

Now, the focus is on Pakistan's public humiliation at the hands of a supposed ally ? and the threat of American action.

There appears to have been little debate on whether Pakistan is right to allow the Haqqani network free reign in parts of the country. Nor has there been much discussion of Pakistan's historical use of militant proxies in India. This is all the more striking because the Haqqani network and other militants are allied, at least ideologically, to the Pakistani Taliban, who carry out attacks inside Pakistan.

The dominant right-wing narrative in Pakistan following Mullen's comments has been that the United States is losing the war in Afghanistan and wants to pin the blame on Islamabad. The threat posed by the Haqqani network is seen as exaggerated, and tackling them now is thought not to be in Pakistan's interest.

The anger this week at America coincided with the visit of Chinese Public Security Minister Meng Jianzhu, allowing the media and politicians to peddle another populist trope: that Beijing will be able to replace the United States as a source of funds if and when Pakistan chooses to sever its ties with Washington.

"American allegations and threats have extremely endangered our country's security and sovereignty. It is high time ... we should consult our friendly neighbors and other countries out of this region and get their support," said an editorial in the right-wing mass circulation paper, Nawa-i-Waqt.

Most analysts say this hope is misplaced, noting that Beijing shares international concerns about Pakistan as a breeding ground for terrorism and has shown little sign it wants to prop up the government. The hope also fails to address how China would replace American influence on institutions like the World Bank and the International Monetary Fund.

Anti-American sentiment in Pakistan was already rife and growing, following the shooting deaths of two Pakistanis by CIA operatives in Lahore in January and the raid on bin Laden. Both events were portrayed here as further evidence of the malign intentions of the United States.

The Pakistani media tend to focus on the supposed American threat because that's what Pakistanis want to read and hear about, said Cyril Almedia, a liberal political analyst and columnist. But he said there were signs that those who wanted to see the alliance with the United States break down may be disappointed, noting that the army ? which receives billions from the United States in aid ? had been relatively muted in its reaction.

"Emotions are running high, but there are indications the military is performing a delicate balancing act," Almedia said. "On the one hand, it is trying to give a response that satisfies a paranoid, conservative population and the rank-and-file, yet also a feeling that this is not the moment to cause a complete rupture with the United States."

Bachmann delivers evangelical message at Liberty U (AP)

LYNCHBURG, Va. ? Republican presidential candidate Michele Bachmann on Wednesday told Christian students at Liberty University in Virginia "don't settle" for easy personal and political choices in life.

During a half-hour address to some 10,000 students at Liberty's weekly campus-wide convocation, she briefly tied a message mostly about personal values and responsibility to an appeal to reject President Barack Obama's agenda, including his health care reforms.

She made no mention of her GOP primary rivals in a talk laced with Scripture that took on the tone of a sermon.

Badly trailing front-runners Rick Perry and Mitt Romney and struggling in national polls, Bachmann sought a breakout moment with her base of support ? Christian conservatives.

Liberty's chancellor, Jerry Falwell Jr., said Bachmann won a recent student straw poll over the GOP field, largely because of her evangelical roots.

Bachmann evoked a few standing ovations and an occasional amen in speaking of her conversion to Christianity and how she would set her alarm for 5 a.m. as a teen so she could wake and read the Bible.

"Even though I hadn't been a drinker, even though I never did drugs ... even though I hadn't been chasing around, it didn't matter. I was a sinner," she said. "I radically abandoned myself to Jesus Christ."

She called abortion "the watershed issue of our time," noting that she had five children of her own and that she and her husband, Marcus, who joined her onstage, had taken in 23 foster children. She used it to pivot into a broadside against Obama's health care reforms.

"Obamacare is the first time in the history of our nation that we have taxpayer-subsidized abortions," she said. "When it comes to Obamacare ? and I have been involved in this fight for some time now ? I will tell you, unless we repeal (it) in 2012, we will have socialized medicine for the United States' future."

And the applause lines kept coming.

The leader of the House's Tea Party Caucus said conservatives have to stand against federal takeovers of U.S. industries, including the automotive, banking and insurance industries the government bailed out during the recession.

"And we can't settle when it comes to America standing up for our greatest ally in the world, Israel," Bachmann said.

The "don't settle" theme has become the dominant message of Bachmann's campaign in recent days. She hit it hard in appearances in Iowa on Monday.

Bachmann spent part of Wednesday campaigning in South Carolina. In a radio interview in Greenville, she criticized Perry's financial dealings, comparing the Texas governor's use of a state economic development fund to Obama's support for a now-defunct California solar energy company that received a $528 million loan from the president's stimulus program.

"Gov. Perry set up a fund in Texas and he gave $35 million and a grant to a private company and there were donors in that private company. And that company said they'd create 5,000 jobs. They didn't create any jobs," she said.

A similar charge was made by Perry's Democratic opponent during last year's race for governor. Perry campaign spokesman Mark Miner dismissed Bachmann's criticism and said, "She's just throwing garbage at the wall to see if it will stick."

Miner said the Texas Enterprise Fund is a national model that's created 59,000 jobs and investments worth $4.7 billion with taxpayers putting up $439 million. If companies don't deliver promised jobs, they pay the state back with interest.

"It's completely off base," Miner said of Bachmann's charge. "This is a proven job-creation tool."

Fall foliage is a big draw in Vermont, but businesses that rely on tourism are battling the image that the state might not be the best place to take a vacation right now.

Although Vermont is still working to repair roads in the aftermath of Tropical Storm Irene, a coalition of Vermont tourism interests are underscoring that three weeks have gone by since the storm, and about 95 percent of the state's roads are open for tourists to enjoy the start of fall foliage season and other outdoor activities and festivals.

"We are really ready for people to come, and we just really want to invite people to support us at this time and really experience fall foliage at its finest," said Megan Smith, the state's commissioner of tourism and marketing.

Some inns were closed in the days after Irene and a few harvest festivals scheduled for mid-September were canceled. Now, businesses that rely on tourism are battling the image that the state might not be the best place to take a vacation right now.

"The main concern that we had was that there was a misconception that Vermont was impaired for foliageseason when that's not accurate," said Jen Butson, a spokeswoman for Ski Vermont in Montpelier.

The foliage season is getting under way this weekend, as leaves in the top northern third of the state already have color. The fall foliage season brings in about $300 million in business for the state each year.

Worries about storm damage didn't stop a group of British tourists from making their trip to Vermont. Barry Edwards arrived from the United Kingdom on Wednesday. Early Friday afternoon, he was snapping a picture of red leaves on a tree next to the Morse Farm Maple Sugarworks in Montpelier.

"It's an organized tour, so if there was anything to worry about I'm sure we would have been informed about it," Edwards said. "We've seen the repairs going on to the roads. It's good to see that it's being done so quickly."

Said Brian Mackay, who also is traveling with the group from England, "It was no real concern to me."

Barb Smith, the manager of Morse Farm, said the popular stop for tour buses has had a few cancellations due to road closures, which created detours long enough that buses couldn't squeeze in the stop.

"I'd say a little less," Smith said, referring to the number of bus stops for this time of year.

Still, the state's tourism commissioner said there's some concern about whether people within driving distance of Vermont will make the trip.

"I think the thing we're kind of on the edge of our seats now is the person that books last minute," Megan Smith said. "That's the unknown to us right now, and that's who we're really trying to reach out to."

Courtney Lowe, director of sales and marketing at the Woodstock Inn & Resort, which canceled reservations for all of September, said reservations have been picking up over the last 10 days. Lowe said the inn is set to reopen Friday.

"We definitely see our phones picking up tremendously now," Lowe said Friday afternoon. "It's going to be a very good foliage season as far as the leaves go."

Jim Nielsen, general manager of the Hawk Inn and Mountain Resort in Plymouth, said the resort opened last weekend to host a wedding, and another wedding was scheduled for this weekend. But he said reservations have been a little soft, and the resort is offering discounts of close to 30 percent off regular rates.

"It's been a little slow," Nielsen said. "We're putting some packages up right now to entice some people over the next three or four weekends," Nielsen said.

Lt. Gov. Phil Scott is racing, literally, to get the word out that Vermont is well on the mend from Irene and ready for tourist. But those songs are not being sung by young kids, a cappella, at 7pm CST on The Sing-Off where the judges responded, "Wow. That was powerful." I wanted to yell, "No!! Sadistic and sick is not the same thing as powerful!" And bopping around the Sing-Off stage talking about shooting ourselves in the brain for someone or tying the person we love to a bed and setting the house on fire in order to ensure that she never loves anyone else, is normalizing some pretty disturbing behavior.

With these violent lyrics filled our young people's mouths like gravel, is there any hope they'll ever sing "Wavin' Flag?"

Moody's downgrades 8 Greek banks (AP)

ATHENS, Greece ? Moody's downgraded eight Greek banks Friday, citing their exposure to their government's bonds and the deteriorating economic situation in the country as it struggles to convince creditors it's doing enough to get more bailout cash.

Moody's Investors Service downgraded National Bank of Greece, EFG Eurobank Ergasias, Alpha Bank, Piraeus Bank, Agricultural Bank of Greece and Attica Bank by two notches from B3 to CAA2.

Though downgrading Emporiki Bank of Greece and General Bank of Greece, which are majority-owned by France's Credit Agricole and Societe Generale respectively, to B3 from B1, Moody's said their parents continue to provide strong support. As a result, their ratings are three notches higher than the others.

The agency also warned that further downgrades were possible by slapping a negative outlook on their ratings.

Shares on the Athens Stock Exchange plunged by more than other indexes in Europe, closing down 3.9 percent at 797.95 points. Bank shares led the rout, with declines of more than 8 percent.

Greece has been kept solvent by a euro110 billion ($149 billion) bailout in 2010 from other eurozone countries and the International Monetary Fund. But it needed another massive bailout this summer, and has angered international creditors by lagging behind in commitments to implementing reforms.

European officials are speaking openly of the possibility of a Greek default, and the fears have roiled international markets. A default could send shockwaves through the banking system and the global economy, leading to losses for banks holding Greek government bonds and dragging down other eurozone countries with shaky finances.

Dutch central bank president Klaas Knot said he could no longer rule out the possibility that Greece will be unable to pay back its debts.

"I won't say that Greece cannot default," Knot said in an interview with Dutch newspaper Het Financieel Dagblad, published Friday. Knot, who recently became president of De Nederlandsche Bank, is also a European Central Bank governing council member. The ECB has insisted Greece must stick with its bailout plan and has opposed default.

"I have long been convinced that a default is not necessary," Knot said. "But the news from Athens is sometimes not encouraging. All efforts are aimed at preventing this, but I am now less positive in ruling out a default than I was a few months ago."

Greece needs an euro8 billion ($11 billion) bailout installment by mid-October to keep from defaulting on its massive debts as it moves into a fourth year of recession. The troika is due back in Athens next week to complete its review and recommend whether Athens should receive the next funds.

"The implicit contract between Greece and the rest of the euro area ? official support in exchange for a good faith effort ? is breaking down," said David Mackie of J.P. Morgan in London.

German Finance Minister Wolfgang Schaeuble, speaking from Washington Friday, said the second, euro109 billion ($146.39 billion) bailout for Greece agreed on in July may have to be re-evaluated.

"I would be surprised if the preconditions for the payment of the next (aid) installment in September had changed, but not the preconditions for an additional program for Greece," Schaeuble said.

Officials had said at the time that the euro109 billion figure was an estimate that might need adjustment after Greece's debt inspectors from the IMF, ECB and European Commission, collectively known as the troika, had taken a closer look at financing needs. Another variable is the contribution of banks and other private investors, which are being ask to give Greece easier terms on its bonds.

But Schaeuble's comments are the most vocal acknowledgment to date that the second aid package may face a deeper review.

Greek bondholders have already agreed to take a 21 percent loss on the value of their investments in a swap for new bonds. That loss is relatively mild by the standard of government defaults, which often inflict losses of 50 percent or more. But some economists say the current swap arrangement does not give Greece enough debt relief.

To secure its next bailout installment, the government this week announced another round of tax hikes and pension cuts, angering an already austerity-weary public. Greece faces another general strike on Oct. 19, while all public transport workers and taxi drivers are to hold a 48-hour strike next week.

After repeated rounds of austerity measures that have included salary and pension cuts in the public sector and waves of tax hikes, Greece finds itself in the grip of a major recession, with its chances of returning to growth next year essentially out of reach ? the IMF predicted that the Greek economy would contract another 2 percent next year after this year's 5 percent.

The government insists it hopes to post a primary surplus ? spending less than it earns before taking interest rates on outstanding debt into account ? next year.

Diana Nyad mounts new attempt at Florida swim (AP)

HAVANA ? Endurance athlete Diana Nyad was preparing Friday for her second attempt this year to swim from Cuba to Florida and set a world record at age 62, a month after a crippling asthma attack forced her from the water gasping for breath.

Nyad told reporters she would spend the day meeting with her support team, carbo-loading and loosening up before setting out from Havana's Hemingway Marina in the evening. She hoped to take advantage of what she called a "magical window" of calm seas and favorable weather forecast to last through the weekend.

The Los Angeles woman said last month that there would be no repeat after her Aug. 7 attempt ended 29 hours and about 50 miles (80 kilometers) into the 103-mile (166-kilometer) journey.

"Don't listen to athletes when they say it's over," she told a news conference at the marina Friday. Nyad likened herself to former boxer Roberto Duran, who retired in 1998 at the age of 47 only to re-enter the ring a year later.

Nyad denied that her problems last time had anything to do with her age, saying she could have fought through the choppy waves and "excruciating" shoulder pain. But she hadn't anticipated the 11-hour asthma attack that was provoked by a medicine she had never used before and had her flailing through the water "like a dying, floundering fish."

In the ensuing weeks she concluded that the aborted attempt was not so much a failure as a dress rehearsal, an unplanned but necessary part of a training regimen that included a bunch of shorter swims.

"The asthma took me down, but ironically enough, that 29-hour swim was like a very, very expensive training swim," said Nyad, who earlier this year estimated that it took a half-million dollars to get her to the first attempt.

"I'm in better shape than before. I'm more prepared than ever," she added.

Nyad set a 6 p.m. start time ? around when powerful thunderstorms unleash dramatic lightning displays like clockwork on a near-daily basis during the Cuban summer. Seas around Havana were flat as a plate in the early afternoon, however.

If she succeeds, Nyad would break her own 102.5-mile (165-kilometer) record for open-water swimming without the aid of a shark cage, relying instead on special equipment that surrounds her with an electric current imperceptible to humans but strong enough to keep most of the predators at bay.

Now 62 after celebrating her birthday Aug. 22, she has said she hopes to inspire people to lead active lives into their golden years. She also has called the swim symbolic for increasing understanding between the United States and Cuba, two nations torn by five decades of animosity and mistrust.

Marina commodore Jose Miguel Diaz Escrich, whom Nyad describes as a cherished friend and who helped with logistics in Cuba, presented her with an honorary membership in the nautical club and called the swim a "bridge of friendship" between the countries.

"He who tries has already succeeded," Escrich said in encouragement, quoting famed Cuban poet and independence hero Jose Marti.

Nyad's team hoped to attempt the swim in 2010, but was unable to make arrangements in time. This year Cuban officials have been very supportive in arranging logistics and news media coverage.

"We're ready for everything that could possibly come our way this time," Nyad said, "and I just can't imagine any ending other than the ending that I want, which is to get all the way across."

"It's a dream a long time coming."

IEC in Sports is a media company specializing in sports television production with headquarters in Stockholm and offices in Switzerland, Australia, Hong Kong and Dubai.
