1-year-old dies after being left in hot car for hours in Alabama

Police say a 1-year-old girl was left in sweltering car for more than three hours before her death. WVTM's Kalisha Whitman reports.

A 1-year-old girl died Thursday after she was left for hours in a parked car on a sweltering day in Homewood, Ala., NBC station?WVTM reported.?

Police said they received a call around 1:30 p.m. about a baby locked inside a vehicle. The temperature outside at the time was about 91 degrees, and the temperature inside vehicles can reach life-threatening levels quickly.

The girl was taken to the hospital, where she was pronounced dead.

Chris Conn told WVTM that he saw the mother panicking, ran over and performed CPR on the child, but it was too late.?He said the child had been left in the car around 10 a.m.

So far this year there have been at least 21 deaths of children unattended in vehicles, according to a study from the Department of Geosciences at San Francisco State University. In 2012, that number was 33.?

Third stage win for Froome in Tour de Force

CHORGES, France (AP) ? Even when he expects to lose, Tour de France champion-in-the-making Chris Froome cannot help but win. He's that strong and he's making it look easy.

On a day when the British rider was planning to save some energy for upcoming mountains, Froome still brushed aside the field and took his third stage win of this 100th Tour.

Alberto Contador, Froome's Spanish rival still trying to make a fight of this one-sided battle, gave his all in Wednesday's Alpine time trial. His face contorted in a grimace of effort as he sprinted out of the saddle to the line, while spectators whipped up a thunderclap of noise by banging their fists on the barriers.

Froome, having set off behind Contador, sped in a few moments later. He, too, rode hard but looked more comfortable with his easy-on-the-eye pedaling style, perched on his saddle, legs pumping underneath him like pistons in an ocean liner's engine room.

Contador shook his head and shrugged his shoulders when television flashed that Froome beat his time by 9 seconds. This was another opportunity lost for Contador ? 4 minutes, 34 seconds back in second place in the overall standings? to make victory for Froome in Paris on Sunday at least feel less inevitable.

"Froome is in impressive shape," was the understated assessment of the 2007 and '09 winner who was stripped of his 2010 victory for a failed doping test.

The last Tour champion ? now ex-champion ? to carry as many stage wins as Froome to Paris was Lance Armstrong. That was in 2004, when Armstrong won five stages and declared he'd be giving "no gifts" to his rivals. That is all just a bad memory now. This Tour is the first since the serial doper's name was erased last year from the race's honor roll, literally crossed out in the official history book.

Froome swears that won't happen with him. He has repeatedly said when asked at this Tour that he is riding clean ? an assurance that only has limited value in the poisonous atmosphere of doubt that is a legacy of the Armstrong years and the American's confession to Oprah Winfrey this January that he cheated for all seven of his Tour wins, from 1999-2007.

"The problem today is that we are traumatized by the past," Stephane Heulot, manager of the French Sojasun team, said in an interview. "We've seen too many stories like this. We've seen too many riders swearing on the heads of their kids, their grandmothers, their mothers that they're completely clean and then ? bam! ? 15 years, 10 years, five years later we're told other things. Someone's word no longer means anything. We can't rely on that."

A union that represents about 600 professional riders from seven European nations supported Froome on Wednesday against what it called "unjustified allegations of doping."

"It's not fair to blame someone without evidence against him," Gianni Bugno, president of the Association of Professional Riders, said in a statement. "We demand more respect for Chris and for all the riders."

In four days, as long as he gets through the Alps, Froome will be able to sip champagne in the saddle on the final ride to the Champs-Elysees, unusually staged in the evening this year. That would make it two victories in a row for Britain and for Team Sky, after Bradley Wiggins' win last year.

With wins in the Pyrenees and on Mont Ventoux, Froome has shown excellence going uphill. It would be a big surprise if he wilted on the three days of Alpine climbs that start on Thursday with a double ascent to the ski station of L'Alpe d'Huez, with its 21 hairpins bends to the top. Done twice, that's 42 bends packed with spectators to be negotiated. It promises to be frenzied and spectacular ? a dramatic crescendo for what already has been a highlight-rich Tour.

But there are questions about how comfortable Froome is speeding downhill. He has voiced concern about a hairy descent without safety barriers that the pack tackles between the first and second ascents to L'Alpe d'Huez. He appealed to race organizers to cancel the Col de Sarenne descent and make the pack ride just once to L'Alpe d'Huez if it rains Thursday.

"Just in terms of the safety of the riders, I think that has to come first," Froome said.

That eventuality was ruled out by Jean-Francois Pescheux, the event director.

"This is the Tour de France. Rain hasn't ever stopped the Tour de France. It would have to really be a natural catastrophe that blocked the road or something like that," he told The Associated Press.

"Rain isn't the enemy of the cyclist ? it's part of the sport!"

It was certainly part of Wednesday's time trial, but not as much as initially feared. While it did rain on parts of the course, the forecast storms hit only after Stage 17 finished. That was a relief because the route went up two climbs in the mountains above the man-made Serre-Poncon lake. The twisting descents could have been terribly treacherous if wetter.

Froome covered the 20 miles in 51 minutes, 33.66 seconds.

"I went into today thinking: 'OK, I'm going to give this a really good shot, but I'm not going to empty myself," Froome said. "I really expected to lose at least 30 seconds to a minute to some of the best riders."

Contador's gutsy ride bumped him up from third to second in the overall standings, although he is more than four minutes back from Froome.

"When you are second, it's easier to get to first place," Contador said hopefully. "But it's true that he is very strong."

Bauke Mollema dropped from second to fourth overall. The Dutch rider went too fast into a right-hand bend, slapped into the barriers and briefly came to a stop.

Some riders chose road bikes for the tough course. Contador opted for a time trial bike with an aerodynamic back wheel. Froome used both ? switching from an adapted road bike to a time trial bike for the final descent into the town of Chorges.

"The first bike was more adapted to climbing," Froome said. "The second bike was a little faster."

OSU's Marcus Smart only non-NBA player invited to play with national team

STILLWATER ? Oklahoma State sophomore Marcus Smart has accepted an invitation to attend the USA Basketball Men's National Team minicamp, July 22-25 in Las Vegas, Nev., it was announced Tuesday.

He is the only non-NBA player who is scheduled to participate.

"It is a great honor to be invited to participate with the USA Men's National Team," Smart said in a press release. "The other players at the mini-camp are NBA professionals who I look up to and respect. I'm excited to learn from them and to compete against them."

Smart will arrive at the mini-camp having just helped lead the USA U19 World Championship team to a 9-0 mark and the FIBA U19 World Championship crown in the Czech Republic. Selected team captain, he averaged 9.6 points, 2.8 rebounds, 2.4 steals and 2.2 assists per game while shooting 50 percent from the field overall.

A total of 29 players have accepted invitations to attend the camp. The players will assemble in Las Vegas on July 21, will conduct daily training sessions July 22-24, and close out the minicamp with the 2013 USA Basketball Showcase, a blue-white intrasquad game on July 25 at 8 p.m. at the Thomas & Mack Arena on the UNLV campus.

"We're very excited for Marcus," said OSU head coach Travis Ford in a press release. "It's an incredible honor to be the lone college player to be selected. It's a great honor for him and our program. He continues to represent us in a first-class manner, both on and off the court."

'It's (Just) the Way That I Love You': Intimate Partner Violence and ...

In Part 3 of "It's (Just) the Way That I Love You: Intimate Partner Violence and Abuse in Same-Sex Relationships," I detailed the complete cycle of intimate partner violence/abuse (IPV/A), also known as domestic violence/abuse, in the heterosexual community. It's now time to demonstrate how the victim can make his or her "great escape." But first, let's recap what this atrocious, demeaning and potentially life-threatening behavior really is.

According to the National Coalition Against Domestic Violence:

Battering is a pattern of behavior used to establish power and control over another person with whom an intimate relationship is or has been shared through fear and intimidation, often including the threat or use of violence. Battering happens when one person believes that they are entitled to control another.

The National Coalition of Anti-Violence Programs defines it thus:

Domestic violence (also called intimate partner violence/abuse) is defined as a pattern of behaviors utilized by one partner (the abuser or batterer) to exert and maintain control over another person (the survivor or victim) where there exists an intimate, loving and dependent relationship.

Statistics show that this form of abuse occurs with similar frequency in same-sex relationships and heterosexual relationships. Additionally, new research suggests that a greater percentage of LGBTQ individuals than previously thought is living in fear of an abusive partner. Each year, between 50,000 and 100,000 lesbians and as many as 500,000 gay men are battered by a partner. About one in four LGBTQ relationships/partnerships is abusive in some way.

According to psychologists and authors Jeanne Segal and Melinda Smith:

Domestic violence and abuse are used for one purpose and one purpose only: to gain and maintain total control over you. An abuser doesn't "play fair." Abusers use fear, guilt, shame, and intimidation to wear you down and keep you under his or her "thumb." Your abuser may also threaten you, hurt you, or hurt those around you.

Segal and Smith add:

The bottom line is that abusive behavior is never acceptable, whether it's coming from a man, a woman, a teenager, or an older adult. You deserve to feel valued, respected, and safe.

So let's explore how you can make your "great escape." The Women's Justice Center, which is headquartered in Santa Rosa, Calif., outlines various steps that an individual can take to free himself or herself, which I've paraphrased below:

  • Your struggle to escape is heroic. As you begin your own struggle to free yourself from domestic violence and abuse, often remind yourself that yours is one of the most worthy and difficult struggles of all.
  • Reawaken your dreams. Oftentimes, domestic violence and abuse can snuff out all your hopes and dreams. However, to free yourself, you'll need those hopes and dreams to help carry you through the obstacles and tough times of escaping. Dare to hope and dream again.
  • Deal with fears and risks. The majority of IPV/A victims feel fear, which can immobilize them from acting on their own behalf. Indeed, those fears are justified, and the risk of those fears actually occurring is very real. However, you can help alleviate your fears by having the courage to tell anyone who will listen about your abusive and violent situation.
  • Don't be ashamed if you still love your partner. This is nothing to be ashamed of. It's entirely possible to love the abuser and, at the same time, be determined to stop the violence and abuse -- because the abuser is not going to stop on his or her own.
  • Often, the best strategy for breaking free of IPV/A is the exact opposite of the strategy for surviving it. In order to survive IPV/A, the victim usually does everything possible to avoid offending or upsetting the abuser and exposing him or her. Freeing yourself from IPV/A requires the exact opposite strategy; escaping necessitates gathering your strength and asserting your power against the abuser to the max. The more you mentally rehearse this behavioral change, the readier you will be when you finally decide to make your great escape.
  • You deserve help. You need it. You can find it. Although you may be feeling ashamed or unworthy of asking for help, it's important to remember that it's the abuser who caused you to feel this way, and that it's his or her behavior that's criminal and unacceptable, not yours. So don't be shy about asking for assistance every step of the way.
  • Know your legal rights. You have a right to equal protection of the law. You have a right to live free of violence, threats, and any kind of abuse. Do research to know exactly what your rights are where you live.
  • There are officials and institutions that can help you safely escape IPV/A. These include the 911 operator, the police, county jail, the district attorney and victim assistance. Become knowledgeable about, and avail yourself of, these critical resources.

Part 5 will focus on the victim's decision to heal.

China's Q2 growth slows, likely to spur reform effort

BEIJING (Reuters) - China's annual GDP growth slowed to 7.5 percent in April to June - the ninth quarter in the last 10 that expansion has weakened - putting pressure on Beijing to quicken reforms rather than slow them to take up the economic slack.

Data showed the world's second-biggest economy slowed down in line with the median forecast in a Reuters poll after growth of 7.7 percent in the January-to-March period. Asian stocks rose on relief growth was not lower after a surprise fall in exports in June.

A spokesman for the National Bureau of Statistics (NBS) said the economy could still meet the full-year growth target of 7.5 percent, while the central bank governor said the government would increase incentives to support small businesses to try to stabilize growth.

But analysts said the slowdown would encourage the government to push harder on reforms. The alternative - pumping more cash into the economy through monetary easing - raises the risk of exacerbating already hot housing and credit markets.

"The slowdown will force the government to push reforms to help unleash new growth engines," said Xiang Songzuo, chief economist at Agricultural Bank of China in Beijing.

The latest year-on-year growth rate was the second-lowest since the global financial crisis after 7.4 percent in the third quarter of last year.

The NBS spokesman, Sheng Laiyun, said the slowdown was partly the result of Beijing's efforts to reform the economy, a program aimed at reducing its reliance on exports and investment to encourage more domestic consumption.

Investment was the biggest growth driver in the first half, contributing 4.1 percentage points to the 7.6 percent rate, while consumption contributed 3.4 percentage points and net exports made up 0.1 percentage point, the bureau said.

Other figures released on Monday showed industrial output in June rose less than expected from a year earlier while annual growth in fixed-asset investment growth in the first half lost some steam, with consumption bucking the trend.

Asian stocks rose on relief the GDP figures were not worse following a surprise fall in June exports last week that suggested the economy may face greater headwinds than first thought. The Australian dollar, highly sensitive to Chinese demand for Australian raw materials, rose.

"There will be no big change in overall policy, although the government will also try to stabilize short-term growth in its efforts to restructure the economy," Haibin Zhu, chief China economist at JPMorgan Chase in Hong Kong.

TARGET STILL ACHIEVABLE?

Analysts have steadily cut their forecasts this year for China's growth as data consistently came in weaker than expected and government comments talked of slowing growth. Ahead of Monday's economic figures, they were mostly forecasting 2013 growth between 7 and 7.5 percent.

After the latest data though, JP Morgan cut its 2013 growth forecast to 7.4 percent from 7.6 percent, a prediction that would suggest the government will miss its target for the first time since 1999, when the economy was also undergoing major reform under Premier Zhu Rongji.

Barclays Capital has also forecast that China will narrowly miss the target.

Sheng though said the target was still in sight and that reforms would benefit the economy in the long term.

"Some measures, including the intensified property tightening campaign, new rules to curb misuse of public funds and exit the previous stimulus policies, will inevitably have some impact on growth in the short term, but they will benefit our economy in the long run," he told a news conference.

An interbank cash crunch in June underscored the central bank's reluctance to pump more money into the economy. Banks have been told to make better use of the existing credit through financial innovations such as asset securitization.

Beijing is still dealing with the lingering hangover of a 4 trillion Yuan ($650 billion) stimulus package implemented in 2008-2009, which resulted in piles of local government debt.

Analysts believe Beijing will step in only if growth slips below 7 percent from a year earlier in any quarter. If needed, Beijing has ample room to expand fiscal spending, by tapping into about 3 trillion yuan ($488 billion) in savings, or expand its fiscal deficit, said Ting Lu, an economist at Bank of American/Merrill Lynch said before the GDP figures were released.

The main worry for China's leaders is if the economic slowdown leads to high unemployment that could spark social unrest. So far government officials say employment is stable.

Premier Li Keqiang has been prominent in pushing for economic reform over fast-line growth, suggesting the government is in no rush to offer fresh stimulus to revive an economy in a protracted slowdown.

High on Beijing's reform agenda is to liberalize interest rates, which proponents say would help resolve deep-seated financial distortions, including a sprawling non-bank lending industry.

Banks will be encouraged to conduct financial innovations, such as credit securitization, to support the real economy.

"The government is obviously aware that such a moderate slowdown is conducive to economic restructuring. The government is still calmly carrying out restructuring and speeding up reforms despite the slowdown. This decision is correct from a long-term perspective," said Sheng.

(AP) ? Jurors who acquitted George Zimmerman of all charges were guided in their deliberations by 27 pages of jury instructions that included two sections giving them an option to find him not guilty: justifiable use of deadly force and reasonable doubt.

The acquittal of the former neighborhood watch leader left many Americans wondering Sunday how the justice system could allow him to walk away from the fatal shooting of Trayvon Martin, the unarmed black teenager whose death provoked a long national debate over racial profiling and self-defense.

But the essential criteria for deciding the case came from the court itself, which told jurors that Zimmerman was allowed to use deadly force when he shot the teen not only if he actually faced death or bodily harm, but also if he merely thought he did.

And jurors heard plenty of conflicting evidence and testimony that could have created reasonable doubt.

Some Martin family supporters may never understand the gap between the legal basis for the acquittal and what they perceived as the proper outcome: Zimmerman's conviction for either second-degree murder or manslaughter.

"There is a difference between the law and what people think is fundamentally justice," said Barbara Arnwine, president and executive director of the Lawyers' Committee for Civil Rights Under Law, a Washington-based civil rights group.

One of those Martin supporters who had a hard time accepting the decision was Tara Banks, a 46-year-old black woman from Gainesville, Fla., who said the verdict was causing her to lose faith in the courts.

"He killed a human being and he walked away from that courthouse scot free. It's just terrible," Banks said at a small rally near the courthouse where Zimmerman was tried.

Under Florida law, jurors were told to decide whether Zimmerman was justified in using deadly force by the circumstances he was under when he fired his gun. The instructions they were given said they should take into account the physical capabilities of both Zimmerman, 29, and Martin, 17. And if they had any reasonable doubt on whether Zimmerman was justified in using deadly force, they should find him not guilty.

"Beyond a reasonable doubt" is the highest standard of proof prosecutors face in American criminal courts. It means the jurors believe there is no other logical explanation for what happened than the defendant is guilty. If faced with two plausible explanations for what happened, jurors are supposed to acquit.

"The danger facing George Zimmerman need not have been actual; however, to justify the use of deadly force, the appearance must have been so real that a reasonably cautious and prudent person ... would have believed the danger could be avoided only through the use of that force," the instruction read.

Jurors refused to talk to reporters after the verdict about how they reached their decision Saturday night. Their names are being kept secret until Judge Debra Nelson lifts an order protecting their identities.

After the verdict, Jacksonville State Attorney Angela Corey said the use of deadly force is often one of the toughest areas of the law for prosecutors. Gov. Rick Scott appointed her office to the case a few weeks after the shooting when local prosecutors didn't press charges.

She said that when a victim shoots a robber or rapist, the use of deadly force is clearly justifiable. In cases such as Zimmerman's, the lines get blurry.

"That's why this case was unique, in a sense, and that's why this case was difficult," she said.

Even defense attorneys, who use the law to their advantage, say the instruction for the justifiable use of deadly force can be confusing to jurors since there are so many elements to it. It's one of the longest instructions given jurors.

"The more complex the instruction, the more it benefits the defense," said Blaine McChesney, an Orlando defense attorney and former prosecutor with no connection to the Zimmerman case. "It's a very convoluted instruction, but it's the best they have."

Jurors were also told that reasonable doubt about Zimmerman's guilt could come from conflicting evidence or the lack of evidence.

Over three weeks of testimony, they received mounds of conflicting evidence and testimony of what happened on that rainy February 2012 night after Zimmerman spotted Martin walking in his townhouse complex after the teen bought Skittles candy and iced tea from a nearby 7-Eleven. He didn't recognize Martin, who lived in the Miami area and was visiting the home of his father's fiancee. The neighborhood had experienced burglaries and some people had reported the suspects seen fleeing were young black males, like Martin.

After calling police dispatchers, Zimmerman got out of his vehicle and followed Martin. He says Martin attacked him. Prosecutors disputed that. The evidence was unclear.

None of Zimmerman's neighbors saw or heard the entire fight, and eyewitnesses gave differing accounts of whether Zimmerman or Martin was on top. Martin's parents testified it was their son screaming for help on 911 calls made by Zimmerman's neighbors. Zimmerman's parents testified that no, it was their son. The fight ended seconds after the screams when Zimmerman fired one shot from his handgun into Martin's heart.

Zimmerman identifies himself as Hispanic. His mother was born in Peru and is a naturalized U.S. citizen. His father is a white American.

After the verdict, civil rights leader Al Sharpton asked the U.S. Justice Department to bring charges against Zimmerman for civil rights violations as it did against the Los Angeles police officers in the Rodney King police beating case two decades ago.

NAACP President Benjamin Todd Jealous concurred and started a petition calling for federal charges.

"The most fundamental of civil rights ? the right to life ? was violated the night George Zimmerman stalked and then took the life of Trayvon Martin," Jealous wrote in the petition, posted on the website MoveOn.org and addressed to Attorney General Eric Holder.

Holder may address the matter when he talks to NAACP members Tuesday at their national convention in Orlando.

But federal law probably doesn't apply, said David Weinstein, a former federal prosecutor in Miami. Unlike the police officers in the King case, Zimmerman wasn't acting "under color of law."

There also is little basis to charge Zimmerman with a federal hate crime, Weinstein said, since prosecutors would have to show that he shot and killed Martin primarily because of the teen's race. Nothing in the state trial suggested it was a racially motivated crime, he said.

"Under the law, there is no basis for them to file any charges," Weinstein said about the Department of Justice.

Under public pressure, he added, the Justice Department may send lawyers to Florida to investigate the case so they can write a report that says "there was nothing there."

"That may satisfy people," Weinstein said.

For many, Salinas' Kiddie Kapers parade is a family tradition

Caped superheroes astride caped hobby horses showed up at Saturday's Kiddie Kapers parade to "save the rodeo," according to their float, and thank goodness they were there.

The march, a tradition that originated in Salinas in 1911, came off without a hitch, entertaining hundreds of cheering spectators (some of whom set up their lawn chairs at 7 a.m.) along both sides of Main Street over an eight-block span.

The children were among 1,400 entrants in the parade, which kicks off the city's annual Rodeo Week celebrations.

"We've been doing this for about five years with my son, Isaiah, who is 6, but this is the first year for my other son, Isaac, who is 1," said proud dad Gerardo Landeros, who spent much of Friday assembling the locomotive that would carry his oldest boy. "My brother-in-law, a painter, did the design on the front, and I put it all together yesterday in a big hurry, at the last minute. I think the train kind of represents the wild, wild West, and I was pretty sure the kids were going to love it."

Not far away was 6-year-old Hennessy Brown ? "Miss Sunshine" ? in a pink cowboy hat and matching sunglasses, surrounded on her float by giant ice-cream cones, rainbows, hearts and kites.

"Our dog (a 6-year-old shi tzu named Da Vinci) won an award here a few years ago. We dressed him up as a sheriff and he danced and did little tricks for everybody," said Mona Lisa Brown, Hennessy's mom. "But this is the first time for my daughter, and

she's been pretty excited about it. She picked out the hat herself at the Boot Barn."

Kristi Thornton rode her bicycle in Kiddie Kapers when she was a child, wearing a cowboy hat and pink boots, but her husband, Dennis Bicek, was a rookie at Saturday's parade.

"We came here last year, but we were too late to get into the parade," he said. "So this year we planned in advance and this is what we came up with."

Bicek and his brother, Marty, and Thornton and her brother, Aaron, dressed up Blake and Brady Bicek, ages 8 and 9, as rodeo clowns and Morgan Bicek, 6, as a rodeo princess, propping them atop hay bales. Babies Addison Rae Bicek and Jack Thornton rode in the back with the "livestock."

Family ties are a strong thread at Kiddie Kapers, with an estimated 30,000 people participating over the years, including the great grandparents of 6-year-old Stefano Goldman, who dressed as a cowboy Saturday and rode on a float with a giant papier mache bull that was getting a sudsy bath.

"His great grandparents actually walked in this parade as little kids," said Chrissy Goldman, Stefano's mom. "I did, too, and my best memory was building my first papier mache cow and using surgical gloves for the udders. I was probably 12 years old then, and I couldn't wait to have my own kids so I could bring them to Kiddie Kapers."

Meanwhile, the Salinas School of Dance brought a contingent of 53 brightly costumed hoofers to tap dance along the route to four different cowboy tunes: "If You Want To Play In Texas," "Cotton-Eyed Joe," "Country Girl, Shake It For Me" and "Boot Scoot Boogie."

"This is our first time in the parade in 23 years," said Lisa Eisemann, owner of the studio and wife of Salinas Mayor Joe Gunter. "We've only had three rehearsals, but last night, during our final rehearsal, everybody just had boundless energy. The excitement level always increases when they put their costumes on, and this afternoon, when they all got changed, it was a madhouse."

Chinese Official Cracks Joke About How U.S-China Relationship Is ...

In late night comedy circles, you get the occasional joke about diplomatic relationships being like sexual relationships, but rarely do government officials make those kind of jokes. But according to Reuters, during a yearly economic meeting between China and the United States, Chinese Vice Premier Wang Yang cracked a joke about how he and U.S. Treasury Secretary Jacob Lew are in a relationship, just not a gay one.

Wang?s gay marriage joke was technically incorrect, but managed to be just as uncomfortable as you would imagine.

?In China when we say a pair of new people, we mean a newlywed couple,? Wang said about himself and Lew. ?Although U.S. law does permit marriage between two men, I don?t think this is what Jacob or I actually want.?

He also joked that their divorce shouldn?t be as pricey as Rupert Murdoch?s recent one. Reuters amusingly details that ?many members of the Chinese delegation squirmed? at Wang?s jokes.

Hey, at least he didn?t open with a knock-knock joke.

China's policy of gradual appreciation of its currency has been put on hold. Since the currency is not freely convertible, the authorities generally have a great deal of influence over the exchange rate. Typically when China's growth was deemed to be at risk, such as during bouts of Eurozone-driven financial stress, the renminbi would flat-line or even depreciate against the dollar. Given that the renminbi strength puts China's exporters at a disadvantage, particularly when Japan has been in a devaluation mode, the authorities are probably somewhat concerned. The fact that China's exports have stopped growing (see discussion ) is clearly not helping. Reuters : - An unexpected slump in exports in June marked the latest worrying sign of a slowdown in the world's second-biggest economy and raised the prospect that regulators may be forced to drag the yuan back down after a massive rally this year. Unfortunately for policymakers, while a weaker yuan might improve the price of Chinese goods sold abroad, it will not be the cure all for exporters. Other factors are driving up production costs at Chinese companies and undermining their competitiveness abroad. Is now the time for iPhone users to "JUMP" onto T-Mobile?

iPhone users, T-Mobile wants your business and they don't want to make you wait to buy a new iPhone. At a press conference earlier this week, they introduced a new program called JUMP that frees you from the tyranny of waiting to upgrade your phone every two years. Is it worth the money? Let's take a look.

It wasn't that long ago that iPhone users in the United States had only one option for a cell service provider: AT&T. That changed in 2011 when Verizon began selling the iPhone, and since then the iPhone has made its way to Sprint, and, starting earlier this year, T-Mobile. You can even get unsubsidized iPhones through a host of pay-as-you virtual network operators like Sprint-owned Virgin Mobile and Tracfone-owned Straight Talk Wireless.

T-Mobile CEO John Legere is openly hostile to his competitors. "We are going to redefine a stupid, broken and arrogant industry," he told reporters gathered at a press conference in New York City earlier this week. He says that two years, or 730 days, is too long for customers to wait, "watching new phones come out that you cannot have."

T-Mobile's latest effort to address that problem is JUMP, which enables customers to upgrade their phones up to twice per year, if they so wish. There are no upgrade fees, and you don't have to renew an annual service contract when you get a new phone. Sound too good to be true? Well, there are some catches, but it may work out in your favor.

The "UnCarrier"

Ever since the feds rejected T-Mobile's planned merger with AT&T Wireless, the company has strived to reinvent itself (and keep itself alive in an incredibly competitive market). The company seems to be hitting its stride by positioning itself as the sane alternative to an increasingly insane U.S. mobile marketplace that seems bound and determined to drain every last cent out of American consumers. The company calls its plan the "UnCarrier."

T-Mobile's already done away with two-year contracts that lock customers into forced loyalty unless they want to pay out big early termination fees; the company has simultaneously done away with phone subsidization programs that bury the cost of an iPhone or other high-end smartphone in monthly fees that end up costing you significant multiples of the phone's full retail value.

And, depending on your needs, you may end up paying significantly less for T-Mobile service than for AT&T and Verizon. The family plan my wife and I shared on AT&T cost us north of $200 per month for two lines. A comparable plan through T-Mobile is $120. That's a huge savings for families on a budget.

The new JUMP program, which Legere said stands for "Just Upgrade My Phone," charges customers a $10 fee each month. After six months, customers are able to upgrade to a new phone without incurring additional fees. To that end, Legere said JUMP compares favorably to T-Mobile competitors' insurance plans, which charge as much or more.

Does the math work in your favor?

If you're interested in the JUMP program, there are a few things you should be aware of. For example, if there's a problem with your existing phone, you are going to have to pay a deductible. On the iPhone 5, that deductible is a hefty $175.

In fairness, even Apple's AppleCare+ program for iPhones incurs a (significantly lower) deductible, so this shouldn't be entirely unexpected. But still, it's a fee that may not be obvious to some people eying the new JUMP program.

Upgrading every six months may sound like a great plan, but if you're forsworn to one phone or phone operating system - let's say iPhone and iOS - you may find your choices for upgrading every six months are a bit lacking. Apple, for example, tracks (typically) an annual upgrade cycle for its phones - so you'll be out $120 instead of $60 before you will have a reason to upgrade.

To buy a 16 GB iPhone 5 through T-Mobile, you have to pay about $150 up front. Let's assume you keep it in good shape so you don't end up getting dinged with a deductible after six months. Let's also assume that Apple will produce a new iPhone model this year that will be compelling enough to make you want to upgrade. If you buy an iPhone through T-Mobile today, you'll be eligible to upgrade by the end of January, 2014. That means $150 down, plus about $20 a month in installment payments (unless you buy the phone up front for $650), plus $10 a month for the JUMP program.

That's a total of $330 - more than half of the full retail price of an unlocked iPhone 5 purchased directly from Apple - with nothing to show for it at the end. Just like leasing a car, you've been making payments, but you're essentially turning the keys back over the dealer and driving off the lot with a new car.

This makes the JUMP program a little less appealing for me. Like a lot of you, I expect, my household has in place a "trickle down" program. I have a wife and three kids, and it's pretty routine for us to hand down well-maintained electronics to each other as we upgrade. That's how my kids have ended up with Macs and iPads, and how my wife upgraded from an iPhone 3GS to an iPhone 4 when I got my iPhone 5. Obviously, your mileage may vary.

Then what happens in 2014? Will Apple wait until October to produce another new phone? You may end up paying considerably more than $60 in JUMP fees to find out. If you have to wait a year to upgrade, you've paid out more than $500 - much closer to the full retail value of the phone. The difference is you've done it in a down payment and easier-to-handle $30 monthly payments ($20 in phone installment charges, $10 for JUMP) than paying for the phone upfront. If your cashflow is an issue, this may be a palatable alternative.

Of course, this assumes that you're brand-loyal to Apple products. Maybe in six months a new Android or Windows phone will catch your eye, and you'll want to give that a try. But if you're locked to Apple's upgrade cycle (and I presume many of you reading iMore.com are), I think I've made my point - $10 a month doesn't sound like much, but it adds up when you factor in the down payment on the phone and the installation payments.

You only have two weeks from the date of activating your phone with one of T-Mobile's "Equipment Installment Plans" to enroll in the JUMP program. Otherwise, you're ineligible.

Also, if you're currently a T-Mobile customer and you want to get on board with the JUMP plan, there's a limited window. So give T-Mobile a call or stop in to a T-Mobile store to get the ball rolling as soon as you can.

The phone is only as good as the network it's on

There's also the question of T-Mobile's coverage. Legere pointed out during the press conference that T-Mobile is aggressively increasing its LTE footprint - it's now providing LTE service to 116 cities around the U.S. That's way behind Verizon, and behind AT&T as well.

I've previously written about my experience getting a plain-vanilla unlocked GSM iPhone 5 to work on T-Mobile's network. There are some caveats there which I'd encourage you to read about, especially if you have a recently-unlocked iPhone 5 and you're considering switching.

But if you're in an urban area serviced by T-Mobile's LTE network, you're probably pretty happy with it. When I've gone into Boston, New York or San Francisco, I've been consistently impressed with the speed and quality of service. But if you're in an outlying area, you're going to run into trouble.

Not only is T-Mobile lagging behind AT&T and Verizon in its LTE deployment, but the company is still in the process of "refarming" its older, slower 2G PCS network to much faster 4G HSPA+ service. That effort involves installing new equipment on T-Mobile towers, running new fiber optic networking cable, and upgrading software. And T-Mobile is only reallocating part of its wireless spectrum - specifically, some of its 1900 MHz frequency.

What does that mean in practical terms for iPhone 5 users? If you're not in an area that's densely serviced by T-Mobile towers, you're going to see your iPhone drop into EDGE (2G) service frequently. When your iPhone 5 is on 2G, it makes almost any sort of data use (e-mail, Web, or any sort of social media connection) on the phone all but useless. Phone calls still work, though, for those of you dinosaurs who still use your phone to actually talk to people.

What's more, that 1900 MHz frequency used for that 4G communication is notoriously unreliable inside of buildings and other structures. I've been increasingly infuriated with my iPhone 5's inability to make and receive calls when I walk inside. If I didn't have such a chip on my shoulder about dealing with AT&T, I'd switch. Only my utter contempt and loathing of AT&T is keeping me loyal to T-Mobile at the moment, not T-Mobile's coverage.

T-Mobile has been on a spending spree of late - most recently the company acquired pay-as-you-go carrier MetroPCS. That acquisition and others will help T-Mobile expand its LTE and HSPA+ footprints and dramatically increase bandwidth in areas already serviced by LTE - T-Mobile customers in Las Vegas have seen LTE speeds double following the MetroPCS acquisition, for example. But T-Mobile's buildout and modernization can't possibly come fast enough for some customers like me who are stuck with really mediocre, spotty service.

So is it worth it?

You should sit down with the numbers yourself and figure out if the JUMP program is right for you. But before you switch to T-Mobile, take a long, hard look at the interactive service map on the company's Web site, and understand that if you're not in one of the darker green areas on their map, you're likely going to be frustrated while their service. At least until T-Mobile's buildout and refarming effort is further along than it is now.

Ultimately, T-Mobile is trying to address a few different challenges with JUMP. First of all, JUMP helps the company to continue to differentiate itself from Verizon, AT&T and Sprint, which are creating resentment by trying whatever they can to reduce "churn," the term they use to describe customers who switch to other service providers.

Secondly, many American consumers are spoiled and sadly innumerate. They think that the cost of a feature-rich smartphone should be around $200, because that's what they pay when they agree to a long-term contract with a cell service provider. But smartphones cost a lot more than that, and just some basic arithmetic tells a very different story than $200.

T-Mobile is trying to toe that line with JUMP by offering consumers a better deal than what they have otherwise without it dramatically affecting T-Mobile's bottom line. And in the end, T-Mobile is still a business with a responsibility to its shareholders. JUMP only works if T-Mobile ends up making money on the deal.

If you're heavily invested in a family or shared plan through one of the other big three service providers in the United States, or if you're working for a company that gives you a break on service through one of the T-Mobile's competitors, chances are you're not going to pull up stakes and leave for more magenta pastures. But if you're near the end of your contract or if you're actively shopping around for a new cell company, T-Mobile is definitely making it worth your while to consider - as long as you're in an area with good enough coverage.

Real estate and health care don't mix. Only one can survive when so much money can be made or lost. Sad to say, but in today's New York City, the condo wins. It wouldn't surprise me to see a sign for COBBLE HILL LOFTS on the corner of Atlantic and Hicks this time next year.



Another rally is being held tonight by New Yorkers who want to keep Brooklyn's Long Island College Hospital open. The 155-year-old Cobble Hill hospital recently stopped accepting patients by ambulance and has moved to clear out its intensive care unit. The hospital is owned by the State University of New York, and officials are reviewing options for the cash-strapped institution.

Today, mayoral candidate Bill de Blasio called on SUNY to release details of seven proposals to redevelop LICH. He wants Governor Cuomo to personally intervene to prevent its closure. He also blasted the Governor for calling his arrest yesterday a political stunt. The Public Advocate was one of 15 people charged with disorderly conduct after delivering 7,000 petitions to SUNY to keep the teaching hospital open.

The closing of hospitals are a terrible thing for people who don't live near more than 1 hospital. The longer it takes to get you to an ER further from where you live can cause you to die . There should be funds from state or federal agencies so hospitals can stay open and serve the people of that community .

This is a perfect example of a government operation. Hospitals take in anyone and everyone who steps through the door expecting government to loot enough money from others to pay for their healthcare. Soon, when Obamacare takes effect, there will be no more pockets to be picked.

Last nights antics were a political stunt. Where was de Blasio when other hospitals were closing prior to primary (spotlight time)? Slowly but surely our public educational system was destroyed and now our public health care system is being destroyed. Regardless of the perception of Bill De Blasio's arrest being politically motivated, which I don't think it was- I thank him as it has resulted in keeping this incredibly important topic in the news. This is a desperately crucial issue that needs to be addressed, and until now has not been. Between the debacle of the new 911 system and the continual closing of neighborhood hospitals, "we the people" haven't got a chance. What is happening to this once great city? Yes, Mr. Cuomo, please get involved and please keep LICH open. For the people.

After listening to Christine Quinn carry on yesterday about how "she will do everything she can to keep LICH open-well I almost lost my lunch. I have two words for Ms. Quinn: Rudin Management. Rudin Management is a huge donor to her mayoral campaign & thanks to Ms. Quinn's approval of zoning changes to the area, Rudin Mgmt is helping to develop luxury apartments at the former St Vincent's Hospital location.

This hospital has been trouble for decades: poor service, unreasonable waits. There are terrific hospitals close by: NY Methodist in Park Slope, Brooklyn Hospital on Flatbush Ave., many others right across the bridge or tunnel in Manhattan.

Close the hospital and open a few 24 hour critical care centers in the neighborhood instead: this is a solution used all over the U.S.

However, it should be the proto-type of re-thinking: management, unions & restructuring how hospitals are maintained. Unless we (communities, government, nurses & Dr's review how hospitals are managed, more will close.

We've lived nearby the hospital for over 14 years. We've seen property values in this neighborhood go through the roof. There is no question in our minds that the SUNY takeover of LICH was a real estate play FROM THE START and that they WANTED to run the hospital into the ground. SUNY knows how to run a profitable (or break even) hospital. These guys saw opportunity to make loads of money. That's what they're doing.

For example, on the end of our block, a new condo building has been under construction for years. It's a rare thing that such a large property gets developed. The building on our corner sold out its apartments before anyone could even get in there. Minimum price: over $1.2 million for a 2 bedroom apartment.

I bring this up as evidence of the tremendous real estate value of that hospital.

It's money. Money money money.

I grew up in Park Slope and watched as the Methodist Hospital bought up property and expanded and tore down historic buildings in the late 60s and early 70s. They are now threatening to tear down historic apartment buildings on 5th Street so they can expand again. Brooklyn obviously needs more hospitals not less. The closing of LICH is a travesty and will surely put much more pressure on Methodist and Lutheran which are already over crowded and over worked, as well as Kings County, but none of them are close the Brooklyn Heights, Cobble Hill or Red Hook like LICH.

Our health is the most important thing we have. What good is being alive if we have to live in pain? Why are all our hospitals closing? Do the Illuminati want to reduce the Earth's population by billions of people? The Conservatives said that by having open borders, the illegal aliens are putting a tremendous financial strain on our hospitals and bankrupting them. The same with our schools. People think these illegals are so wonderful, working for low wages. Meanwhile, we are paying for their healthcare and education, and our schools and hospitals are overcrowded. We were warned by the Conservatives that what the Democrats are doing, with Obamacare and fiscal irresponsibility, would result in hospitals closing. Looks like they were telling the truth.

You asked if there is an alternate plan for LICH. I am a physician at LICH for 22 years in a senior position and know its operations intimately. LICH can function as a full service hospital in a smaller footprint, approx. 250 to 275 bed capacity allowing sale of some of the peripheral property to support the turn around. But it has to be under an independent administration until a new operator is found. It also needs Governor Cuomo's help in discharging the current debt which was accumulated under administrative mismanagement over last several years.

"Do you want your legacy to be that you were the mayor and governor who closed the hospitals AND the libraries?"

In a sneaky and secretive way, the mayor has closed 10 hospitals since 2006. Now he's selling off the Manhattan and Brooklyn libraries too.

And who benefits all round? The real estate developers. I just don't get it. How elitist can a mayor be? Governor Cuomo, please help us!

My parents live in the Rockaways and regularly discuss options if there is a medical emergency. The City allowed Peninsula Hospital to close making those options limited, at best. The people of Cobble Hill should not be forced to make the same decisions. Unfortunately one of our Mayoral frontrunners allowed the hospital in her own community to sold, wothout a second thought. My fear is four more years of hospital closures across our city.

My family lives in Bay Ridge. My mother needed psychiatric care and was taken to Coney Island Hospital. It was a horror show. The care, lack Of info and One Flew Over tje Cuckoos Nest atmosphere was scary I hope no One is ever rushed there after a suicide attempt.

After much discussion with the billing department, I got my mother released to LICH. They were awesome. The care was great. I can't say enough about the 9th floor at LICH. Their psych floor was great. The nurses and doctors were phenomenal.

I hate to see hospitals closed too, but I'm curious how many of your callers are insured and have had their LICH bills paid. LICH is not a city run hospital; it is a private hospital. Indigent care should be directed to Kings County or Bellevue. Again, I hate to see hospitals closed, but private institutions should not have to bear the burden for free medical care. Maybe HHC should expand their network???

Not to be an alarmist, but in the event of a terror attack we are going to need all the hospitals we can get. As we all remember, St. Vincent's Hospital was critical during the 9/11 attack.

For a growing community this proposed move to close LICH makes no sense. Isn't a Hospital / Health infrastructure an essential part of a community? Something is seriously wrong with LICH is the most recent institution under review.

an investigation is necessary possibly starting with the salaries of the Administration of the Health System. These NYC Health systems especially the Private Health Systems under the auspices of Nonprofit, have executives who earn among the highest compensation packages of any industry.

Go to the web site of the New York State Attorney General's Office. The Charities Bureau has the tax returns of the Non Profit institutions including hospitals. This may provide some startling information.

As a NYC EMS worker, keeping LICH open is vital to saving lives in New York City.

We if we have to take somebody out of the way to another hospital because one right around the corner is closed down there are no if ands or nuts will definitely effect if people that need emergency care live or survive.

This is starting to become like when the city was closing down all those firehouse left and right causing those people living in the neighborhood to be the ones effected. And the places that help save lives are being shut down and that's unacceptable.

More people should become involved in this problem, because You never know when the next hospital on the shut down list is going to be the one in your neighborhood. You don't even have to live in the Area to be affected you could simply be driving in that area and get into a car accident...then what happens?

The closing of St. Vincent's and other Manhattan hospitals clearly affected how manhattan hospital era function with patient overload. It will eventually he tot the point where people won't get adequate care bc all the other hospitals will be functioning at capacity leaving people not getting the care they should get.

As a NYC EMS worker this would be detrimental to both the staff and the people of Brooklyn and all other areas of the city that this has, is, and will eventually happen to.

Long Island College Hospital should remain open. It's being forced to close because of political greed. We are not wasting tax payers money. Suny Downstate administrators and it's cronies are stealing tax payers money. This hospital is vital to the community. Please open your eyes and get the facts before condemning the hospital to the vultures who only are interested in the sale of the hospital and it's buildings. Unfortunately if there is a disaster nearby and the bridges are closed, pray tell where are people and their families to go. Dead for sure before they get anywhere. If they do it to this hospital, who is going to stop them from coming to yours next. Since January, the residents of the Brooklyn have known that SUNY falls under the Governor -- and that SUNY's Board was APPOINTED by Gov. Cuomo, Carl McCall is in steady contact, and they put the $500 MILLION windfall for REAL ESTATE AHEAD OF THE PEOPLE's health.

Cuomo needs to be investigated -- he's hiding in PLAIN SIGHT. He's been playing a game with the lives of a MILLION people (TOURISTS and residents alike), proven by 100,000 patients per year at LICH!

Keeping this open makes no sense. It's been a poorly run hospital for many years. I live in Cobble Hill and can walk down Union or 9th Street to NY Methodist in Park Slope and get seen in less time than if I walked the two blocks to LICH. My experience has been 4 - 5 hour waits to be seen, incompetent staff.

No need to continue to bleed money from SUNY to keep a badly run facility open.

Close it down, open a few critical care facilities (some exist on 5th Ave already).

LICH should definitely stay open. This is my neighborhood hospital. I've been a patient, I've brought my father to ER, and I'm an employee. Our main problem: the unobstructed view from the hospital of the NY harbor. It's all about real estate. Brooklyn has enough luxury condos, but not enough hospitals.

Methodist is tearing down brownstones in Park Slope to expand while LICH is being pushed to the brink of closure. LICH saved my daughter's life when she was 7. She is volunteering there now. The Cobble Hill Carroll Gardens neighborhoods are rapidly growing with young families and they...we....need a hospital in our neighborhood.
